Parish Council Meeting Minutes Tuesday 8th May 2007

A meeting of the Parish Council took place in the Village Hall on Tuesday 8th May 2007 at 7.30pm.

1 Present

  • Mr. L. Adams (Chairman)
  • Mr. L. Ellis,
  • Mr. A. Richardson.
  • Mrs. S. Rutter.

Apologies

  • Mrs. W. Fong

2.

  • Election of Chairman, Mr. L. Adams was proposed by Mr. Ellis seconded by Mrs. Rutter. Mr. Richardson was proposed by Mr. Adams and there was no seconder. Mr. Adams agreed to serve as chairman for the coming year.
  • Election of Vice-Chairman, No one was proposed or seconded so no Vice-Chairman was elected.

3 Declaration from Members of any item of Interest.

  • Nothing to declare from Councillors

4 Minutes of last meeting

  • The minutes of the meeting held on the 13th March 2007 were agreed and signed by the Chairman.

5 Matter Arising

  • Light in Mill Road has now been repaired.
  • Sign in Ashen Road replaced.
  • Allotment rents collected.
  • Ditch survey still to be carried out.
  • Allotment rules still to be agreed
  • Litter pick worked well.

6 Correspondence

  • All correspondence has been circulated to the Parish Councillors and where relevant will be gone through as part of the agenda.

7 Finance

It was agreed the following cheques be signed:

  • Cheque no 000665 Mr. N. Rouse - £ 27.89 – weed & feed for green.
  • Cheque no 000666 Cartledge - £173.54 – Street light repair.
  • Cheque no 000667 Anglian Water - £25.08 – Water supply for allotment.
  • Cheque no 000668 EALC - £120.00 – Affiliation fee.
  • Cheque no 000669 R. Mortimer - £1019.91 – Grass Cutting.
  • Cheque no 000670 Allianz Ins - £475.67 - Insurance.

8 Planning

  • Land in Stambourne Road, Mr. Richardson to check with the planning dept on the clearing of the land.
  • Mr. Richardson to check with the planners re the conservatory erected in Ashen Road is permission necessary.

9 Emergency Plan

  • The Chairman and Mrs. Rutter will present the Emergency Plan at the next meeting.

10 Highways Dept.

  • Wisperwood Cottage completions of sole plate and lowering of carriageway still ongoing.

11 Footpaths

  • Mr. Ellis asked for the forms to be copied and given to the walkers for them to complete.

12 Village Fete

  • Mr. Ellis, Mrs. Rutter and Mrs. Fong to review what is to go on the notice board, maybe village footpath maps parish plan, welcome pack, councillors photos and notice to say, “looking for Councillors”.

13 Rights of Way over Village Greens & Common Land

  • The Chairman and Mr. Ellis to finalise.

14 Allotments

  • The Clerk to check with Mr. Taylor re allotment rules they were given to him to amend to suit our allotments.
  • Increase in rents will be reviewed later when Anglian Water account is completed.

15 Village and Footpath Map

  • Mr. Ellis showed members copies of the village map and the footpath map he had prepared. The village map to have all houses and road names, photos of village sign and churches and the War Memorial will be placed on the front to the map.
  • Footpath map to have all paths clearly marked, Members were happy with the design they will be copied and delivered to all householders in the Village. Any copies left over will be sold and money given to the Church.
  • A grant of £800.00 had been received to help with the printing of the maps.

16 Sign Board

  • Members agreed on the purchase of a sign board.

17 Grass Cutting

  • Mr. L Ellis will take over responsibility for the grass cutting etc. Mr. Ellis will have a meeting with Mr. Rouse to review the performance and cuts needed.

18 Notice Board

  • Mr. Richardson requires a key to get into the Notice Board in order to put Neighbourhood Watch information inside. The Chairman said he could perhaps make one form the original.

19 Neighbourhood Watch

  • Mr. Richardson told members two cars in Ashen Road had been broken into, otherwise not much else to report.

20 Storm Damage to Bus Shelter

  • Mr. Holmes has completed repairs to the bus shelter.
  • The Clerk to ask Mr. Holmes to quote for stripping the inside of the shelter and to paint with a brown paint.

21 Ridgewell Newsletter

  • The Chairman advised members that the team had and addition to it.

22 Damage to Village Green

  • Mr. Ellis to arrange for Mr. Mortimer to carry out repairs to the green adjacent to Mr. Atkinson’s driveway, Sunnyside and general edges of the green.

23 School Involvement

  • Mrs. Rutter to make contact with the headmaster Mr. A. Richbell re. setting up a meeting and to introduce herself as the Ridgewell Parish Council representative.

24 Open Meeting to the Public.

  • No member of the public present.

25 Any Other Business

  • Transport Needs survey. Grant applied for to cover the cost of the analysing of the forms, as soon the grant is received the RCCE will have the survey carried out.
  • The waste collection is booked for the 26th May. The Chairman will do a flyer and deliver to each house prior to the date.
  • The Village sign is looking tatty, and estimate to be obtained for an aluminium sign showing features and Village name as existing design.
  • The Clerk to contact Mrs. Shepherd to see if there are badges for the Parish Councillors when on official business.

There being no further business the meeting closed at 10.15 pm.
